Google Ads Conversion Tracking: Not Converting, or Not Counting?

When a Malaysian business tells us Google Ads is not converting, the ads are often fine. The count is wrong. This guide covers what to track, how each type of lead is tracked, and how to check your own setup in 15 minutes.

The short answer

If Google Ads looks like it is not converting, check the tracking before you touch the ads. In Google Ads, open Goals, then Conversions, then Summary, and confirm three things: every lead action shows a healthy tracking status, only real enquiries (form submits, WhatsApp clicks, calls, purchases) are set as primary, and lead actions count One conversion per click, not Every. If any of those fail, Smart Bidding is optimising to the wrong number, and no ad rewrite will fix that.

Often the ads are fine and the count is wrong. Smart Bidding learns only from the conversions you report, so check the count first.

Two different problems hide behind "Google Ads is not converting". One is real: clicks arrive and nobody enquires. The other is counting: people do enquire, but Google Ads never hears about it, or hears about the wrong things.

The counting problem does more damage. Smart Bidding sets bids from the conversions you report. Report zero and it has nothing to learn from. Report an inflated number and it buys more of the wrong traffic. Our main Google Ads guide calls this the first leak: conversions that are not revenue. This page is the practical version.

So before you rewrite ads or blame the agency, confirm the count. When we take over an account through our Google Ads management service, tracking is checked before a single bid changes.

What should count as a conversion for a Malaysian SME?

The moment someone raises their hand. For most Malaysian SMEs that is a form, a WhatsApp click, a call or a purchase.

A conversion is the moment someone raises their hand. For most Malaysian SMEs, that means one of four actions.

WhatsApp is a proxy. Google Ads cannot see inside a chat, only the click on your button. Compare clicks with the chats your team actually received that week. If clicks are double the real chats, your true cost per lead is roughly double what Google Ads reports.

Calls are similar. Google's call reporting runs on Google forwarding numbers, and Malaysia is not on Google's list of countries where they are available (Source: Google Ads Help, About call reporting, checked October 2026). Google says mobile number clicks track the click, not the call, and for call ad clicks it estimates whether a meaningful call happened. If calls matter, log them in a CRM and use Import call conversions (Source: Google Ads Help, About phone call conversion tracking, 2026).

Google Ads tag or GA4 import: which should you use?

Both work. Pick one source per action and make it primary, or every lead gets counted twice.

Both work. The Google Ads tag sends the conversion straight to Google Ads. A GA4 import shares a key event from Google Analytics with Google Ads.

Two traps. Google says conversions created from Google Analytics are secondary by default and can only be updated to primary in Google Ads (Source: Google Ads Help, About primary and secondary conversion actions, 2026), so a perfect GA4 lead event can still be ignored by Smart Bidding. And if the tag and the import both track the same form as primary, every lead counts twice. Pick one source per action and make it primary.

What is the difference between primary and secondary conversions?

Primary actions drive bidding. Secondary actions are for watching only. Make primary only the actions you would pay for.

Primary actions are reported in the Conversions column and used for bidding when their goal is used for bidding. Secondary actions are observation only: they show in All conversions and are not used for bidding, unless they sit inside a custom goal (Source: Google Ads Help, 2026).

Google warns that getting this wrong can stop Smart Bidding from optimising effectively. Primary should hold only actions you would pay for: a form submit, a WhatsApp click, a call, a purchase. Page views, scroll depth and time on site belong in secondary, if anywhere.

Why it happens

People reach it without submitting, through a menu link, a bookmark or search. Google notes that reloading a confirmation page can fire the tag again, and a transaction ID lets it drop duplicate purchases (Source: Google Ads Help, 2026). For leads, set Count to One and keep the page out of menus and search.

Why it happens

Google recommends One conversion for leads and Every conversion for purchases. But Every is the default for website actions, so many lead forms count every repeat submit (Source: Google Ads Help, About conversion counting options, 2026).

How do you check your conversion tracking in 15 minutes?

Six checks, no developer. You need admin access to Google Ads and your phone.

  1. Read the tracking status (3 minutes). Go to Goals, then Conversions, then Summary. Anything showing Unverified, Tag inactive or Needs attention goes to the top of the list. Hover on the status for a Troubleshoot option that opens Tag Assistant.
  2. List what is primary (3 minutes). For each primary action, ask: would I pay for this? If not, make it secondary.
  3. Check the count setting (2 minutes). Leads should be One. Purchases should be Every.
  4. Look for duplicates (2 minutes). Do two primary actions describe the same thing, such as a form tag and a GA4 lead event? Keep one.
  5. Run a live test (3 minutes). Open your site in Tag Assistant. Submit the form with a test entry, then click your WhatsApp and call buttons. Each should fire once, and nothing should fire when a page simply loads. Then open the thank-you page directly. If a conversion fires, anyone can trigger it.
  6. Compare against reality (2 minutes). Compare last week's Google Ads conversions with the enquiries that reached your inbox, WhatsApp and CRM. A small gap is normal. Double, either way, means something is broken.

If you find a fault, fix the count first and leave bidding alone while the account settles, or you cannot tell which change moved the numbers.

What does bad tracking actually cost?

Bad tracking never appears on your invoice. It appears as decisions made on the wrong number.

Take a healthcare group we manage. In the 30 days to 24 September 2026, a newer service line campaign ran at RM59 per conversion against RM83 for the main Search campaign. That comparison guides where the next ringgit goes, and it only holds if both campaigns count the same action the same way. If one counted page views, the "cheaper" campaign could be the worse one.

The account's overall CPA has also risen four months running as spend scaled: RM55.11, RM61.45, RM69.46, then RM76.78 (211 conversions on RM16.2K). It is an uncomfortable trend, and it stays on our Live Results Board. A count padded with page views would have hidden it.

Scale raises the stakes. Take an account getting 1,000 real leads a month at RM5 per lead. A duplicate tag on one lead in ten adds about 100 phantom leads a month, and cost per lead looks about 9% better than it really is. Smart Bidding then chases the wrong signal.

Clicks are not cheap either. Top of page bids in Malaysia run from RM4 to RM77 for "google ads conversion tracking" and RM13 to RM320 for "google ads malaysia" (Source: Google Keyword Planner, Malaysia, October 2026). The questions Malaysian business owners ask when Google Ads says one thing and the inbox says another.

Check the tracking before you change the ads. Many accounts that look like they are not converting have a counting problem: a tag that stopped firing after a website change, a lead action set as secondary, or page views counted as leads. In Google Ads, open Goals, then Conversions, then Summary, and read the Tracking status column. If the tracking is clean and enquiries are still low, then look at search terms, ads and the landing page.

Or the action is secondary, so it appears only in the All conversions column and not in Conversions. Yes, if WhatsApp is how your customers enquire, but treat it as a proxy. Google Ads can track the click on your WhatsApp button, not the message. Some people open WhatsApp and never send anything. One. Google recommends One conversion for leads, because one ad click usually produces one unique lead, and Every conversion for purchases. Every is the default for website conversion actions, so check each lead form action by hand.
Google's consent requirement applies to advertisers who receive data from users in the European Economic Area. Malaysia is not in the EEA, so it is not Google's requirement for Malaysian traffic. It matters if you get European visitors, or if your site already runs a consent banner that blocks Google tags until visitors respond. Malaysian privacy law is a separate question for your lawyer.
